Who is covered
The Progressive Wage Model (PWM) covers Singapore citizens and permanent residents in cleaning, security, landscape, lift and escalator maintenance, retail, food services and waste management. In-house cleaners, security officers and landscape workers are covered when the firm hires foreign workers. Employers must meet PWM wages to keep their licence or registration, or to apply for or renew work passes.
Local employees not covered by a PWM must earn at least the Local Qualifying Salary (LQS) in firms that hire foreign workers: $1,800 a month for full-time (35 to 44 hours a week) and $10.50 an hour for part-time.
