Estimating what a car will cost you in depreciation

Work from the paper value, then adjust for the market price you expect.

  1. Step 1: Find the ARF and COE premium

    Before buying

Both are on OneMotoring for a registered car, or on the sales papers for a new one.

  2. Step 2: Work out paper value today

PARF rebate for the car's age and cohort, plus the COE premium prorated by full months left.

  3. Step 3: Work out paper value on your exit date

Use the same method on the date you plan to sell or scrap.

  4. Step 4: Compare with the price

Worst-case depreciation is the price paid minus paper value at exit. If you expect a higher sale price, use that instead.

What paper value tells you

Paper value is the PARF rebate plus the COE rebate. It falls every month as the COE runs down and steps down each year as the car passes an age band. Because a car can always be deregistered for this amount, it sets a floor under what the car is worth.

Worst case and actual depreciation

Measure Formula
Worst-case depreciation Price paid − paper value at exit
Actual depreciation Price paid − sale price
Per year Depreciation ÷ years held

Worked example

A new car costs $190,000 with ARF $34,000 and a $100,000 COE premium, registered in March 2026. Paper value at purchase is 30% × $34,000 + $100,000 = $110,200. After 5 years it is $10,200 + $50,000 = $60,200, so paper value alone drops $10,000 a year. Selling at $110,000 means $80,000 of depreciation, or $16,000 a year.

Tip: The gap between price and paper value is what the market charges for the remaining use of the car, and it shrinks as the COE runs down.

Common mistakes

  • Ignoring the cohort. COEs from February 2026 have a lower PARF.
  • Using today's COE premium. Use the premium paid for this car's COE.
  • Treating market price as guaranteed. Only paper value is.

Frequently asked questions

What is paper value?

The PARF rebate plus the COE rebate: what LTA would pay back if the car were deregistered on that date. It is the floor for a car’s value.

How is car depreciation calculated in Singapore?

Price paid minus the value when you leave the car, divided by the years held. This tool also shows the worst case, which uses paper value as the exit price.

Why does depreciation slow down on older cars?

Paper value falls by the unused COE each month and by a PARF step each year. Older cars have little PARF left and their price sits close to paper value.

What changed for PARF in 2026?

For COEs from the second February 2026 bidding, rebates are 30% to 5% of ARF with a $30,000 cap.

Does the car’s market price follow paper value?

Not exactly. Market price is usually above paper value, and the gap shrinks as the COE runs down.

Is this the official LTA figure?

No. It is an estimate from the published schedule. OneMotoring shows the exact rebate.
