About this PARF and COE rebate calculator
When you deregister a car in Singapore — by scrapping it or exporting it — you can get two rebates. The PARF rebate (Preferential Additional Registration Fee) returns part of the ARF you paid when the car was new. The COE rebate returns the unused part of your Certificate of Entitlement.
The PARF rebate is a percentage of the ARF paid that falls as the car ages, and stops entirely after 10 years. Which schedule applies depends on when the car got its COE:
- Before February 2023: 75% up to 5 years, falling 5 points a year to 50% at 9–10 years, with no cap.
- February 2023 to February 2026: the same percentages, capped at $60,000.
- From the second February 2026 COE bidding: Budget 2026 cut the schedule to 30% up to 5 years, falling to 5% at 9–10 years, capped at $30,000.
The COE rebate is simpler: the premium you paid, multiplied by the unused months of the COE, divided by its total months. Scrap a car with three years left on a $30,000 COE and you get back roughly $9,000.
The table below the result shows the PARF rebate at every age band, so you can see what waiting another year would cost.
How to use it
- Enter the ARF paid from OneMotoring or your purchase papers.
- Enter the registration date and the date you plan to deregister.
- Enter the COE premium you paid, and the expiry date if the COE was renewed.
- Check the PARF schedule — it is worked out from the registration date, but you can pick it yourself.
- Read the PARF rebate, COE rebate and total, and compare ages in the table.
Key terms and concepts
ARF: Additional Registration Fee, a tax on the car’s Open Market Value paid at first registration.
PARF rebate: the part of ARF refunded when a car under 10 years old is deregistered.
COE rebate: the refund for unused months of the Certificate of Entitlement.
Cap: the maximum PARF rebate — $60,000 for COEs from February 2023, $30,000 from February 2026.
Paper value: dealers’ name for PARF + COE rebate, the floor price for an older car.
Common use cases
- Deciding whether to scrap now or keep the car another year.
- Checking a dealer’s trade-in offer against the paper value.
- Comparing renewing the COE with scrapping at 10 years.
- Seeing how the Budget 2026 changes affect a new car’s resale floor.
- Estimating cash back when emigrating and exporting a car.
Examples
Example 1 — car registered March 2019, ARF $40,000, COE $30,000, scrapped October 2026. The car is 7 years 6 months old: 60% PARF = $24,000 (no cap). The COE has 29 of 120 months left: $30,000 × 29 ÷ 120 = $7,250. Total $31,250.
Example 2 — luxury car registered June 2023, ARF $100,000, scrapped at 3 years. 75% would be $75,000, but this cohort is capped at $60,000.
Example 3 — car with a COE from March 2026, ARF $50,000, scrapped at 1 year. The new schedule pays 30%: $15,000.
Example 4 — car over 10 years old. No PARF rebate; only any unused months of a renewed COE are refunded.
Important notes
Cohort cut-offs. The schedule follows the COE bidding exercise; this page infers it from the registration date (15 Feb 2023 and 13 Feb 2026). Choose the schedule manually if your COE was bid near a cut-off.
Not eligible: goods-cum-passenger vehicles, classic and vintage cars and some other vehicle types get no PARF rebate.
Renewed COEs. A car whose COE was renewed gets no PARF rebate, but unused months of the renewed COE are refunded.
Estimates only. LTA computes the exact rebate; check OneMotoring before you deregister.
Frequently asked questions
How is the PARF rebate calculated?
It is a percentage of the ARF paid, set by the car’s age at deregistration: from 75% (or 30% for COEs from February 2026) up to 5 years old, falling every year, and nil after 10 years. A cap applies to newer cars.
What changed for PARF in Budget 2026?
For cars with COEs from the second February 2026 bidding exercise, rates were cut by 45 percentage points to 30%–5%, and the cap was halved from $60,000 to $30,000.
How is the COE rebate calculated?
COE premium paid × unused months ÷ total months of the COE. Use the premium you paid, not the current premium.
Do I get a PARF rebate after 10 years?
No. Cars deregistered after 10 years get no PARF rebate, and cars with renewed COEs are not eligible.
Is there a cap on the PARF rebate?
For COEs from February 2023 to February 2026 the cap is $60,000; from February 2026 it is $30,000. Older cars have no cap.
What is paper value?
The PARF rebate plus the COE rebate — what you would get back by deregistering today. Dealers often use it as the minimum value of an older car.
Who receives the rebate?
The registered owner, after LTA processes the deregistration. Settle any outstanding car loan with your lender before deregistering.
Is this the official LTA amount?
No. It is an estimate from the published schedule. OneMotoring shows the exact rebate for your vehicle.
