About this HDB loan eligibility calculator

This page answers that: it takes income, age, existing debts and tenure, applies HDB and MAS rules, and returns a max loan, an estimated monthly instalment, and leftover room under the cap.
It is deliberately distinct from the HDB affordability calculator (which frames a property price, downpayment and CPF split) and the loan repayment calculator (which amortises a loan amount you already know). Use this page first to size the loan, then jump to those tools for budget and schedule.
HDB computes the eligible amount at the higher of 3.0% p.a. and the prevailing concessionary rate. The concessionary rate is 0.1%-point above the CPF Ordinary Account rate, currently 2.6% p.a.. Because 3.0% is higher, this calculator stresses at 3% and then shows the instalment at 2.6%. That leftover versus the 30% Mortgage Servicing Ratio (MSR) is “remaining affordability”.
Tenure is the shortest of 25 years, 65 minus the average age of applicants, and remaining lease minus 20 years. Bank loans for HDB flats can run up to 30 years and must also keep Total Debt Servicing Ratio (TDSR) at or below 55% of gross monthly income. HDB’s own page states TDSR is not applicable to an HDB housing loan — only MSR. Loan-to-Value is 75% from 20 August 2024 if you enter a price.
From 24 August 2026, MND/HDB’s HFE pathway uses a generic family income ceiling of $16,000 and a singles ceiling of $8,000 for an HDB housing loan. Crossing the ceiling does not change the MSR maths; it can make you ineligible for the HDB product, in which case a bank loan (MSR + TDSR) is the path this tool still estimates.

Key terms and concepts
MSR (30%) caps monthly mortgage instalments for HDB flats and un-MOP’d ECs at 30% of gross monthly income (MAS, 16 Dec 2021; HDB applies the same 30% to its own loan).
TDSR (55%) caps all monthly debt obligations for financial-institution property loans at 55% of income. HDB loans are not TDSR-tested on HDB’s published table.
Interest-rate floor (3.0%) is what HDB uses to size the loan. The rate you actually pay is the concessionary 2.6% unless HDB revises it with the CPF OA rate.
LTV 75% is the maximum loan as a share of the lower of price or value, from 20 August 2024.

Examples
Example 1 — family, $6,000 income, age 30, 25 years, HDB, no debts. MSR room is $1,800 a month. Stressed at 3% for 300 months that principal is about $379,600. The 2.6% instalment on that loan is lower, so leftover MSR room is the “remaining affordability” figure.
Example 2 — same income, $800 car loan, bank loan at 4%. TDSR headroom is $6,000 × 55% − $800 = $2,500, but MSR still caps the mortgage at $1,800, so MSR binds.
Example 3 — age 50, HDB. Max tenure is min(25, 65 − 50) = 15 years, which cuts the max loan sharply versus 25 years.
Example 4 — $500,000 resale price. LTV 75% caps the loan at $375,000 even if MSR would allow more.
Important notes
Not an HFE letter. HDB’s official loan amount is on the HFE letter after income documents and credit assessment.
Guarantor and existing housing loans can reduce MSR further (MAS counts at least 20% of a guaranteed property loan). This page does not model that.
Short remaining leases can pro-rate LTV from 75% if the lease does not cover the youngest applicant to age 95. Entering a price here applies a flat 75%, not the pro-rata.

How much HDB loan can I get?
HDB caps the monthly instalment at 30% of gross monthly income (MSR) and sizes the loan at a 3% p.a. interest-rate floor over a tenure that cannot exceed 25 years or 65 minus your age. A $6,000 income at age 30 over 25 years supports roughly $380,000 before LTV. Your HFE letter is the official figure.
What is the HLE or HFE letter?
HDB previously issued an HLE (HDB Loan Eligibility) letter. That is now part of the HFE (HDB Flat Eligibility) letter, which also states grant eligibility. This calculator is an HLE-style estimate only.
Does TDSR apply to an HDB loan?
HDB’s published comparison table lists TDSR as not applicable to an HDB housing loan. Bank loans for HDB flats must meet both 30% MSR and 55% TDSR.
Why is the loan calculated at 3% if I pay 2.6%?
HDB uses the higher of 3.0% and the concessionary rate so the 30% MSR still holds if the concessionary rate rises. You pay 2.6% today (CPF OA 2.5% + 0.1%).
What is the maximum tenure?
For an HDB loan: the shortest of 25 years, 65 minus average applicant age, and remaining lease minus 20 years. Bank loans on HDB flats can go to 30 years, with a lower LTV if tenure exceeds 25 years or age 65 — this tool does not auto-cut LTV for long bank tenures.

Is LTV still 80%?
No. From 20 August 2024 HDB cut the LTV limit from 80% to 75% of the lower of price or value.

No. It is a planning estimate from published MSR, TDSR, tenure and rate rules. Apply for an HFE letter and, for a bank loan, an in-principle approval.
