Find which town council manages your HDB block, from your estate or constituency name, with its phone number, website and bulky-item removal page.
A constituency name gives one exact answer. A town name lists every council that may serve part of that town.
Only know your postal code?
Look up your electoral division with your postal code on the Elections Department (ELD) website, then pick that constituency above. Your S&CC bill or the notice board at your lift lobby also names your town council. Open ELD →
No estate or constituency matches that. Try a shorter name, such as “Woodlands” or “Bedok”.

Every HDB estate in Singapore is managed by a town council, which runs the common areas: lifts, corridors, void decks, playgrounds, cleaning, lighting and the Service & Conservancy Charges (S&CC) you pay each month. When a lift breaks down, a corridor light goes out or you need a bulky item taken away, the town council is who you call — not HDB.
Town councils follow political boundaries, not HDB town names. Each council manages one Group Representation Constituency (GRC) and up to two Single Member Constituencies (SMCs). After the 2025 general election there are 19 town councils, including new ones for Jalan Kayu and Punggol, and renamed councils such as Jurong-Clementi-Bukit Batok, Marine Parade-Braddell Heights, Pasir Ris-Changi and West Coast-Jurong West.
That is why a big town like Bedok, Hougang, Woodlands or Jurong West can be split between two or three councils. This finder handles both cases: search your constituency for one exact answer, or search your town or estate to see every council that may serve it, then confirm with your S&CC bill.
Each result shows the council’s phone number, website and its free bulky-item removal page.
Town council: a statutory body run by the elected MPs of a constituency that manages HDB common property and collects S&CC.
GRC / SMC: Group Representation Constituency (several MPs) and Single Member Constituency (one MP). A town council manages one GRC plus any adjoining SMCs.
S&CC: Service & Conservancy Charges, the monthly fee HDB residents pay their town council. The bill names your council.
Electoral division: the constituency your address belongs to. ELD lets you look it up by postal code.
HDB vs town council: HDB handles flat purchase, leases and structural issues inside your flat; the town council handles common areas.
Example 1 — “Jalan Kayu”. Jalan Kayu SMC is managed by the new Jalan Kayu Town Council. The Jalan Kayu town area also borders Ang Mo Kio Town Council, so both appear under the town result.
Example 2 — “Toa Payoh”. Most of Toa Payoh is in Bishan-Toa Payoh GRC, managed by Bishan-Toa Payoh Town Council. Blocks on the edge towards Whampoa may fall under Jalan Besar Town Council, so the town result lists both.
Example 3 — “Pioneer SMC”. An exact constituency match: West Coast-Jurong West Town Council.
Example 4 — “Hougang”. Hougang SMC and Aljunied GRC are managed by Aljunied-Hougang Town Council. Some Hougang blocks may sit in a neighbouring GRC, so the town result also lists Ang Mo Kio Town Council — check your S&CC bill.
Constituency matches are exact; each constituency is managed by one town council. Phone numbers and pages were checked against each council’s website on 13 July 2026.
Town matches are approximate. Boundaries follow polling districts, not HDB town names, so a town can be split between councils. Always confirm with your S&CC bill or ELD.
Boundaries change after each general election. This page reflects the GE2025 boundaries.
Not an official directory. For emergencies such as lift entrapment, call the council’s 24-hour hotline shown on its website.
Search your constituency or estate on this page. For a definite answer, check your S&CC bill or the notice board at your lift lobby, or look up your electoral division by postal code on the ELD website.
There are 19 town councils after the 2025 general election, including new councils for Jalan Kayu and Punggol.
Jalan Kayu Town Council manages Jalan Kayu SMC. It is the only council that manages a single SMC on its own.
Town councils follow electoral boundaries, which are drawn by polling district rather than by HDB town. Large towns like Bedok, Woodlands or Jurong West can therefore be split.
No. HDB deals with flat ownership, leases and in-flat structural issues. The town council maintains common areas and collects S&CC.
Most town councils offer free removal of a few bulky items with advance booking. Each result links to the council’s bulky-item removal page.
Possibly. Several councils were renamed or redrawn, and some estates moved between constituencies. Search your estate or check your latest S&CC bill.
No. It is compiled from the town councils’ own websites. Confirm details with your town council.
