About this HDB resale levy calculator

If you already used a housing subsidy — a BTO, SBF, DBSS or a new EC, or a resale flat with a CPF Housing Grant — and you buy another subsidised flat from HDB (or a new EC from a developer), HDB charges a resale levy. The amount is a fixed dollar figure based on your first subsidised housing type, not the second.

For first subsidised flats sold on or after 3 March 2006 the family amounts are: 2-room $15,000, 3-room $30,000, 4-room $40,000, 5-room $45,000, Executive $50,000, EC $55,000. Households who bought the first flat with a Singles Grant pay half (EC is listed as not applicable on that column).

Worked example: you sold a 4-room BTO and are selecting a 5-room BTO. You pay the 4-room levy of $40,000, not $45,000. If you instead buy an HDB resale flat on the open market, this levy is not charged for that purchase.

Pay in cash or from sale proceeds when you collect keys to the second flat (or HDB deducts it from the first flat’s sale if you sell later). CPF and bank loans cannot pay the levy. Sales before 3 March 2006 use older percentage rates plus possible 5% p.a. interest if deferred — this tool does not compute that regime.

Key terms and concepts

Subsidised housing includes new HDB flats and ECs from a developer, and many resale flats bought with a housing grant.

Is the levy based on the new flat or the old one?

The first subsidised housing type. A 4-room-to-5-room upgrade still pays the 4-room amount.

Do I pay the levy when buying a resale HDB flat?

Buying on the open resale market does not trigger a new resale levy. The levy applies when you buy another subsidised flat from HDB or a new EC.

Can I pay with CPF?

No. Cash or sale proceeds only.

What if I sold my first flat before 3 March 2006?

A percentage levy (and possible interest if deferred) applies. This calculator is the post-3 Mar 2006 fixed table only.

Is a 3Gen flat in the table?

HDB lists 3Gen with the 5-room family amount of $45,000. Confirm with HDB if your records differ.

Does buying private property trigger the levy?

Buying private property does not itself raise a new HDB resale levy. It also does not cancel an existing liability if you later buy subsidised housing.
